The law specifically requires that every fourth year, an appraiser will view
the property and record property characteristics that would affect the market
value, such as age, size, etc. Property is compared with actual sales that have
occurred in the market place. The Minnesota Department of Revenue requires
the Assessor's estimated market value to fall within a range of 90% to 105% of
actual market value
