*In May of 1997 Oregon voters approved Measure 50, amending Oregon's constitution to cut local property taxes and limit their growth. Measure 50 rolls back assessed values to 90 percent of 1995-96 levels, sets permanent tax rates, and limits assessed value growth for individual properties to 3 percent a year. While simple in principle, because the calculation of Measure 50's permanent tax rates involves elements of the old property tax system and elements of Measure 47, the rate calculations are extremely complex. The calculations must be done just once, however, so after the first year the new tax system becomes relatively simple. In response, Assessors' Offices are keeping track of market value and will provide that value in addition to the assessed value as mandated by Measure 50.
